In order to charge for an ultrasound of the aorta, does Doppler also have to be performed?

No, not necessarily. There are several 76xxx series codes that can include the aorta yet do not require a Doppler. Often they are looking at the structure, for instance, to see if there is an aneurysm. A Doppler scan to evaluate flow is not necessarily required in those instances.
